Information For Toy, Tiny Toy, & Teacup Sizes
Teacup - 8" or less from withers to ground, weight 2 - 4 1/2 pounds
Tiny Toy - 9" from withers to ground, weight 5 - 7 pounds
Toy - 10" from withers to ground, weight 8 - 10 pounds

Height determines whether he/she is a teacup, tiny toy, or toy, not weight.

Although, often the weight is what a lot of breeders also go by.
